DYK? In 2015, locally-based developer Don Tomlin’s company, Hallmark Homes International, bought exclusive “air rights” to build on the spaces directly above the City of Columbia’s six parking garagesCannon Garage, Lincoln Street Garage, Lady Street Garage, Park Street Garage, Taylor Street Garage + Washington Street Garage.

The goal? To build “fully taxable, non-student residential apartments.” Currently, the City garages take up a large footprint of downtown space that is not taxable, but private developments on top of the garages would fix that.

But now, we’re unsure about how this vertical development is going to go down (or...up). In November, Columbia City Council voted to take away Hallmark’s rights to build on all City garages except for the Taylor Street Garage (Taylor + Assembly St.).

However, the City is open to other developers pursuing the spaces above the remaining five garages.
