The S.C. Farm Bureau wants to prevent perturbed residents from filing complaints about chicken farms locating to their neighborhoods. A bill proposed last week would charge S.C. residents $5,000 for filing a complaint about stinky chickens next door. Currently, the fine to file an appeal is a more-affordable $100-500.
